10 years of transition in Ukraine agriculture: An analysis of productivity and efficiency of enterprises AgEcon

This paper analyzes efficiency and total factor productivity (TFP) change of large agricultural enterprises during their transition to a market economy in Ukraine. In this case the efficiency is calculated by data envelopment analysis and the productivity change is measured by the Malmquist Productivity Change Index in the period between 1990 and 1999. On average, TFP declined by 6% annually, dropping a total 42%. The main reason for the observed TFP decline is a decrease in technical efficiency, which is found to be remarkably significant. Agglomeration Externalities and Technical Efficiency in Pig Production AgEcon

The objective of the paper is to assess the effects of agglomeration on technical efficiency of French pig farms. We use a two-stage method to evaluate the effects of agglomeration on technical efficiency. The first stage consists in calculating pig activity’s efficiency scores with the non-parametric method Data Envelopment Analysis (DEA). The second stage is a truncated regression of these scores on agglomeration variables. Data are for 899 French pig producers in 2004. Results suggest that these farms were as much affected by positive agglomeration externalities (that are knowledge spillovers due to farms’ density, and also arise from farms’ closeness to downstream market) as any other businesses. AGRICULTURAL PRODUCTIVITY ANALYSIS OF EUROPEAN UNION AND EASTERN REGIONS AgEcon

This research work uses stochastic frontier analysis (SFA) and data envelopment analysis (DEA) to examine the sources of agricultural productivity growth over time and of productivity differences among countries and regions in European Union over the period 1980-1998. A comparison of the mean productivity scores obtained by the two approaches show that DEA results are higher than in SFA results, because DEA fits a tighter (more flexible) frontier than the translog frontier. This study is a valuable warning for people to be carefully about the effects of the methodology choice upon their results and to use more than one approach if they suspect that it may have some influence.

Allocative and Technical Efficiency of Corporate Farms in Russia AgEcon

This study is aimed to analyze Russian corporate farms technical efficiency using DEA and allocative efficiency basing upon VMP calculations. The estimations are carried out on three aggregation levels: total farm, sectors (livestock and crops production) and selected commodities (grain, sunflower, beef, milk and pork), using survey data. The results of analyses suggest that there is no substantial misallocation of resources given current input and output prices. High technical efficiency scores speak for production technologies being homogeneous and mean that simple extension of "best practice" production will not eliminate the large productivity gap between Russia and the developed market economies.

The studies of performance and production efficiency have ignored additional products of most transformation processes classified as undesirable outputs. Without the inclusion of the undesirable outputs, the efficiency measurement is a purely technical measure, and it does not account for the interaction of the system with the environment and the impact of policy decisions on the system. This paper employs Data Envelopment Analysis and Stochastic Frontier Analysis to examine the technical efficiency of the agricultural sectors of the Central and Eastern European accession Countries (CEECs) during the period 1998-2001. The results indicate that the agricultural sectors of many accession countries are both technically inefficient and scale-inefficient. The analysis of changes in total factor productivity suggests slow rates of adoption of technical progress, declining technical efficiency of agricultural enterprises and, as a result, less efficient use of existing technologies and resources during the considered time period.

Buyback Programs: Goals, Objectives, and Industry Restructuring in Fisheries AgEcon

National Oceanic and Atmospheric Administration Fisheries has conducted several buyback programs to reduce harvesting capacity in fisheries. These programs have attempted to maximize capacity reduction given a fixed budget. However, restructuring issues have not been considered. We explore the possibility of satisfying three different buyback objective We examine the black sea bass trap fishery and determine the number of vessels given different allowable catch levels and objectives of maximizing technical efficiency, capacity utilization, and vessels in the fishery. We find considerable variation in the number of vessels allowed to remain in the fishery given the different objectives.

Capacity and scale inefficiency: Application of data envelopment analysis in the case of the french seaweed fleet ArchiMer

Data Envelopment Analysis (DEA) models are applied to the main French seaweed fleet to examine capacity output, capacity utilization, and scale inefficiency. Coastal seaweed vessels target only one output - kelp - with the same gear but with different input level combinations. The fishery is seasonal and subject mainly to input regulations, especially a one trip per day regulation implemented in 1987. The consequence was a decline in total observed output and a fall in capacity output and efficient output. Only the largest vessels and a few small vessels harvesting without this regulatory constraint operate at the optimal scale. The question of a change in regulation, especially a shift to an individual quota system, is raised.

Could small dairy farms in Switzerland compete with their French counterparts? A metafrontier analysis during 1990-2004 AgEcon

The objective of the paper is to investigate whether Swiss farms specialised in dairy (the prevailing production of the country), which are small in international standards, would have a survival potential if they had to compete more directly with EU farms. With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. Efficiency and total factor productivity in post-EU accession Hungarian sugar beet production AgEcon

This paper analyses efficiency and total factor productivity (TFP) in Hungarian sugar beet production applying non-parametric frontier techniques. For 2004 and 2005 efficiency and TFP are calculated by Data Envelopment Analysis (DEA) and by a Malmquist index respectively. Between 2004 and 2005 the average technical efficiency was very stable, around 0.80 for CRS efficiency and 0.87 for VRS efficiency, suggesting that in both years farms were similarly clustered towards the frontier. The overall objective of this paper is to measure the impact of the undesirable outputs from NAFTA (agricultural production and trade) on the environment by years in post-NAFTA period. Data Envelopment Analysis (DEA) was used to measure environmental efficiency by considering desirable (corn production) and undesirable (nitrogen) outputs in fifteen states. DEA allowed us to measure the level of nitrogen pollution to be reduced by modeling undesirable output in efficiency evaluation. This study uses the EU public power generating sector as a case study to investigate the environmental efficiency and productivity enhancing performance of the European Union’s CO2 Emissions Trading Scheme (EU ETS) in its pilot phase. Using Data Envelopment Analysis methods, we measure the environmental efficiency and the productivity growth registered in public power generation across the EU over the 1996-2007 period. This paper employs the concept of technology efficiency to analyse the optimal degree of specialisation of organic arable farms. Based on bookkeeping data from 461 organic farms, three technology specific frontiers (each representing a different degree of specialisation)and an all-encompassing metafrontier are estimated using a combination of Data Envelopment Analysis and Window Analysis. The results indicate that a significant proportion of sample farms have not chosen their optimal degree of specialisation. Energy efficiency improvement for broiler production using non-parametric techniques CIGR Journal

The goal of this study was to evaluate the sustainability and efficiency of broiler production with regard to energy consumption in Ardabil province, Iran. To reach the goal, linear programming model and Data Envelopment Analysis (DEA) were employed.  Data were collected from the farmers using a face–to–face questionnaire performed in September–December 2014 period.  The DEA application results showed that the average values of technical, pure technical and scale efficiency scores of producers were 0.949, 0.988 and 0.960, respectively.   Also, energy saving target ratio for broiler production was calculated as 8.33%, indicating that by following the recommendations resulted from this study, about 12316.85 MJ/(1000 bird) of total input energy could be saved...

ESTIMATING NON-CONCAVE METAFRONTIERS USING DATA ENVELOPE ANALYSIS AgEcon

In this article we propose non-concave metafrontiers for estimating the inefficiency among production functions which do not necessarily belong to the same technology. In this case, estimating a joint production by literature approaches might be inappropriate. We call this inefficiency technological inefficiency and suggest Data Envelopment Analysis to construct a metafrontier production function which consists only of parts of different (group) frontier production functions. Thus, in contrast to the common literature our metafrontier does not need any assumptions additional to the group production functions.
